As a friend pointed out on Facebook, it was finished. It was a finished Rothko.
The dining room was wallpapered when we bought the house. Here's the previous homeowner's furniture and the heavy curtains.
The wallpaper itself came off like a charm, but there was a lot of very difficult to remove glue left behind.
There was also some fairly serious plaster damage, especially around the front window. We suspect ice dams.
After the color-testing Rothko phase, I settled on Colorhouse Paint Glass 02, a pale grey-green. The lower part of the walls and trim are Air 01, a cream color. (Somebody in the family wanted Glass 05, the very dark green, but since somebody is 12 I got to prevail.)

We've left the ceiling as it is for now. It's drywall put up over the original plaster, with a textured finish. It's not too dirty so we haven't painted it.
We've also left the light fixture which I am not a big fan of. I have no taste in dining room chandelier-style light fixtures in general so I am not sure what I would replace this with. Not modern.
The stained glass windows need to be removed, cleaned, and fixed - there are a few broken panes of glass, and several windows are sagging. The hardware needs to be cleaned or replaced (it's painted now) and they need to be re-hung I think - they can't really be opened now, and they were designed to be. That's why only the outside of the window trim is painted.
I am also not a huge fan of the current chair rail, which is haphazardly done. In my final vision for the dining room we have some kind of wood veneer paneling on the bottoms of the walls, which rises higher, up to the original line revealed in the paint lines.
